Não sei se te consigo ajudar, mas experimenta o seguinte:

-disable v-sync;
-start RBR at high priority level (i.e. using a batch file from desktop shortcut);
-setting IMA ADPCM Audio CODEC to 1st priority from control panel->system->devices manager->audio codec (don't ask me why because I don't know, but for my pc it gives more fps and less stuttering).

Depois confirma se conseguiste resolver o problema.
